Users should know whether they are given static IP adresses or not. - static IP means they always get the same address when they connect to their VPN. In that case they retrieve it by connecting to their organisation's VPN then go to [whatismyip.com] and look for IPv4 address. - If the IP Address is not static, they should retrieve the VPN subnet from their network admins.
